PAS 68 vs IWA 14 vs ASTM F2656: Which Bollard Standard Do You Need?

When a security bollard needs to stop a vehicle attack, certification is everything. Three standards dominate the market: PAS 68 from the UK, IWA 14-1 internationally, and ASTM F2656 in the United States. They measure similar things but in different ways, and mixing them up can lead to the wrong product for your site.

PAS 68: The UK Standard

PAS 68 was developed by the British Standards Institution and is widely used across Europe, the Middle East, and parts of Asia. It tests bollards against a real vehicle impact at a specified speed and angle. The rating looks like this: PAS 68 V/7500(N3)/80/90.

Breaking that down: V means vehicle, 7500 is the vehicle weight in kilograms (7.5 tonnes), N3 is the vehicle class, 80 means 80 km/h impact speed, and 90 means a 90-degree head-on collision. The test measures how far the vehicle penetrates beyond the bollard line. Less than 1 meter of penetration is usually considered a pass for high-security sites.

IWA 14-1: The International Standard

IWA 14-1 is based on PAS 68 and follows a similar testing methodology, but it was developed through ISO to give it broader international recognition. The rating format is nearly identical: IWA 14-1 V/7200(N2C)/48/90.

The key difference is that IWA 14-1 requires the test to be witnessed by an accredited third-party body, which gives it more weight in international tenders. Many government projects outside the UK now specify IWA 14-1 rather than PAS 68, even though the physical test is the same.

ASTM F2656: The American Standard

ASTM F2656 is the US equivalent, maintained by ASTM International. It uses a different classification system. Instead of vehicle weight and speed, it uses a rating code like M50 P1.

M stands for the vehicle type. M50 is a 6,800 kg (15,000 lb) medium-duty truck. P1 means the penetration after impact was less than 1 meter. The test is run at speeds of 30, 40, or 50 mph depending on the rating level. ASTM also defines ratings for larger vehicles: C-rating covers a 2,500 kg pickup, and PU covers a 30,000 kg heavy truck.

Which Standard Should You Use?

It really depends on where the project is and who is writing the spec. Projects in Europe and the Middle East typically ask for PAS 68 or IWA 14-1. Projects in North America almost always require ASTM F2656. Government facilities, military bases, and airports in any region will have a specific standard in their security requirements. Do not guess. Read the tender document carefully.

There is no direct one-to-one conversion between the standards because the test vehicles and conditions differ. But as a rough guide, an ASTM M50 P1 rating is comparable to a PAS 68 test with a 6.8-tonne truck at about 50 mph.

What to Look for Beyond the Rating

A certification is only as good as the test report behind it. Ask the manufacturer for the full test documentation, not just the rating code. Look for the accredited lab name, the test date, and whether the bollard was tested as a single unit or as part of a system with its foundation. A bollard tested in ideal lab conditions may perform differently in your actual site soil.

Also check that the certification covers the exact model you are buying. Some manufacturers test one model and then market their entire range as crash-rated by association. That is not how certification works. Each model needs its own test.
